If I understand the problem, it sounds like the system running Jira suffered a hard disk failure.  If you only have a SQL backup, you can still restore your Jira data (minus the attachments and avatars that are actually stored as flat files on the system).

But in order to do this kind of restore, you should really make sure that you first install the same version of Jira you had at the time that SQL backup was created.   If your Jira license has expired, you won't be able to install any newer versions that were release after the maintenance end date of your license.  But you should still be able to install the previous version you had.

  1. Install the same version of Jira you had. (but don't start Jira yet, if you did, Stop Jira now.)
  2. Restore your SQL backup to a new database
  3. Run the Jira Config Tool in order to setup your home directory, as well as tell Jira the new database parameters of this restored database.  If you can't seem to run that tool, that guide still has steps on how to manually create the jira-application.properties and the dbconfig.xml file.
  4. With those two files created and set to connect to the restored database, you can now start Jira

This way you should never be prompted to enter a license.  This way you're bypassing the in browser setup wizard, and just telling this Jira instance to connect to your newly restored backup.

This should at least let you access your jira issues, but it won't have any functionality provided by plugin, nor will you see any attachments working.

"It doesn't work" does not tell us what the problem is.
