Jira mobile is a system app. Means is it for free of cost?

We want to use Jira server mobile app. For that we want to know what is the pricing details . Is it for free? or anyother charges we need to pay?

When jira software 8.3 will be enterprise certified?

The Jira mobile app is free.

Each product have one feature release each year designated as an Enterprise release, and this year it was 7.13. You can find out more about Enterprise releases here.

Next enterprise release is 8.5.X.

Means won't they release 8.3 as enterprise certified?

Exactly you write. Next Enterprise release will be only Jira 8.5

New plugin probably replaced old plugin, but I’m not sure.

By default that plugin will be there in jira or we need to install it?

I checked it in Jira 8.3.0 and the new Jira Mobile plugin is a part of Jira - it's a system plugin, so there's nothing to install.
