The problem with this generic error message is that from Community view a definite answer will be impossible.

The problem in that particular case with Free plan is that it does not receive support per mail from Atlassian but Community.

That leaves us with no valid options - I would probably also try what Liam said. Maybe the assistant works better.

Yes still experiencing this issue. we are trying to backup restore  from self manage server to cloud. File format zip.

Are you migrating from server to cloud or just using cloud as a backup?

we are trying  manual backup restore  to cloud.

You may find the assistant is better then - I don't have any experience of it directly, but it appears to be quite good from what I have heard
