Hi, is it possible to have email notifications default to "enable" when creating/setting up Jira users? (I'm an admin)?
Also, if this is not possible, how do users know that they have been assigned tasks?

While creating a user, you should enable "Send notification email" to notify that user for account creation.
About the task notifications, Jira projects have default notification scheme which notifies reporter, assignee and watchers in any event. So, any chance in issue will notify the assignee. To change the notification settings, go to project -> project settings -> notifications page.
