I have tried to invite a new user to our jira team, but the user does not receive any e-mails.
Repeated invitations were requested and plenty of time was allowed for them to arrive, but nothing appears in the inbox. The Spam and Junk folders have also been checked.
I read this article (https://community.atlassian.com/t5/Jira-articles/Unblocking-Office365-emails-for-Atlassian-Cloud/ba-p/1870108) and created a new rule to bypass the spam filter.
I suspect that the user I tried to invite is still suppressed on the Atlassian side (as outlined in this post https://community.atlassian.com/t5/Jira-Software-questions/Invites-not-arriving/qaq-p/1892512).
Could someone look into this issue and remove the suppression if it is suppressed?

I would open a support ticket with Atlassian to see if the user's email has been blacklisted for some reason.
