Hello,
If we have, for example, 1000 users already using Jira software, and we activate Jira Service Management tomorrow, will we be charged on 1000 users by default for Jira Service Management on top?
Essentially we have only a handful of people who want to use Jira Service Management and by activating it I don't want to be billed for 1000 users.
There may be a simple answer but I couldn't locate it.

JSM is charged by the JSM Agent and is separate and above the cost of the licenses for Jira Software Users. You can find pricing here:

JSM, JSW and JC are 3 separate products so you can license them separately.
Short answer, the Tiers don't need to match but if you get apps they will be billed towards the highest tier on your instance
