Hi. I have a user base of 300, which of all are active. 

I am interested in purchasing an app in the store to connect to Power Bi. 

Approx 50 users which is 16% of the total will require access to the Power Bi / Data.

Surely there must be a way to purchase for the 50 users and not for the whole of my user base?

No.  Apps have to match the size of the largest application you have (if you had 100 core, 250 software and 5 service desk agents, you'd need to licence apps at 250, not 500 to include 355 users)
