Jira Agile and Jira Import General User Access

Our company is trying out Jira Agile/Greenhopper on Jira 5.1.7 with Greenhopper 6.0.6. . We will be upgrading to Jira 6.1.6 in the future, but we want to test out greenhopper very soon. Right now only global Jira admins are able to use Jira Import to import CSV from RTC projects into Jira Agile Projects. Jira Admins are also the only ones allowed to change configuration on Jira Agile projects.

We do not want to give global admin to anyone but our admin team, so is there a global permission model we can follow to give project managers access to import csv and change the project configuration?

I upgraded a development instance of Jira 6.1.7 and tested Agile 6.1.6 - The improvement is quite amazing. Project admins are allowed to change configurations easily now, which resolves one of the issues. We still need some kind of plugin that taps into Jira Import for general users.

From What I have read the answer appears to be no, but thats just my view from half an hour of searching.
Like a lot of other folk out there I also need non-global-admin access to csv imports. Hope fully somebody from Atlassian will pop up and say it coming soon (wishful thinking I know). Tom, thank you for that link. It looks like someone linked a plugin for spreadsheet importing https://marketplace.atlassian.com/plugins/com.palm.jira.plugin.palm-import-export-plugin. I'm going to give it a try, but the reviews sections makes me wary of using it.

Edit: This plugin does not work for Jira after 5.1.7.

I saw that link too and was put off by the negative feedback so it looks like I will have to wait for a real solution.
