Hi,
I have a project having multiple issues to track spanned across multiple months (multiple sprints). Is there any JIRA report which can help to show per user how much work has been assigned, how much work progressed and how much work has backlog etc?

Not really. Jira doesn't have reports for this because you should not need them.
When an issue moves into the next sprint, your team should be talking about where they failed and how to avoid it happening again, during the sprint retrospective. You shouldn't want reporting on it because it should not happen often.
