I guess by step one, you mean to set up a staging server. 

It means that you need to create a new server and install there the same Jira version as you have in your server.

I don't know what that means. Chico's, company I'm with, is trying to migrate from the server to the cloud. Is this the wrong article? Not sure where to even start.
