Is there any way to access the Database for JIRA Cloud or Confluence Cloud ?
How can I query the database in a similar way that it was possible with JIRA server ?

The short answer is no, you cannot access to the database for any of the Cloud applications.

But there is a data-lake in early-access, and you can extract data over REST
