Is there a "Transition own Issues" issues permission or equivalent?

Apologies if I'm missing something obvious but I haven't been able to figure this out.  We're using JIRA Software Scrum Boards,  parallel active sprints disabled. Here's the basics:

Workflow: To Do, In Progress, Done.

Requirements:

Assignees can transition their own issues, but only their own issues.

Project Managers can transition all issues. Project Manager is a defined project role in our JIRA server.

Ideally, this can be implemented in the drag-n-drop Active Sprint view.

Assuming you are saying "their own issues" is "issues where they are the assignee", then you can add the "assignee" permission to the list of conditions (making it an "or" with "role: project manager")
