Yes, it's $20 for 10 Users.  $10 for JIRA, $10 for the Agile addon.

That gives you 1 year for Server (you download it and run it yourself).  When your licence expires at the end of the year, JIRA will continue to work, but you won't get support or upgrades for it.

It's the same product as you'd get for the highest tier. So yes, it does email
