We would like to limit the number of hours that can be posted to a ticket per week. Is that possible?
Not in the way you're thinking, though you can use Jira automation (in several ways) to edit/alert tickets that go outside of what you want them to have.
(At least, I can't think of any way you would be able to limit hours like that - someone else more familiar with time tracking may have a solution for you).
