Many users use this feature, but don't actually update all the necessary fields, causing more work for someone else to clean up their mistakes.
Any chance this feature can be turned off?

What do you mean by the "duplicate ticket" feature? I don't see anything with that name on the Create Issue screen. Are you talking about the "Create Another" checkbox?
Assuming that you are talking about the Create Another checkbox next to the Create button in the Create Issue dialog, there is currently no way to disable it.
There are change requests about being able to select the fields that copies values from the original issue into the new issue.
