In Jira, I want to allow on users to be a "Watcher" of all tasks by another user

We have a need to allow and or force Lead personnel to see all activity "watch", their team personnel's issues as the flow through Jira. A More passive approach to seeing activity

Hello,

You need an add-on for it. For example Automation for Jira. You could add the Manage Watchers action there

Or you can use Adaptivist ScriptRunner and write a post function or a listener. But you would need to do some coding.
