Atlassian have stopped people adding bugs to their Jira because there were far too many duplicates and noise.
They now ask you to raise them through the Service Desk so they can triage and de-duplicate. See https://support.atlassian.com/contact

There are some users that when visiting https://support.atlassian.com/contact get redirected here to community as opposed to creating a ticket with our standard or premier support teams.
For cases like that, I would welcome users to post their detailed steps of how to reproduce a specific bug and someone from our Atlassian support teams can then create this on your behalf should your steps be reproducible.
