While changing my email ID to my existing user in jira, in this process by mistake I created a new user with that mail id and tried to remove this new user with help of admin and now I tried to change the email id with my existing user It's not working Please let me know the workaround for this.

You need to fully delete the user first. Then should be able to re-use that email address.
@John, Thanks for your response, We removed the user from the User management section --> searched the user --> select the user ---> click three dots option and click remove user option but still, that associated mail id is not acceptable for other user,
May I know the process of full deletion in Jira, please provide quick workaround fo this

Do you have a menu option for Directory at the top of the User Management page?
If so, click on that and then search for the user.
Then click on the 3 dots menu and you should be able to do a Delete there
