I can't search for users to assignee to or to filter on assignees

When i type a name into the field i get the following error:

"The Jira server was contacted but has returned an error response. We are unsure of the result of this operation."

When checking the network tab of the console i can see a request to rest/api/latest/groupuserpicker where i get a 403 error. With the body stating: "You are not authenticated. Authentication required to perform this operation."

And a log message in the console:

The weird thing is, i'm logged in and authenticated?!

Does somebody know how to fix this?

This could be related to a known defect in regards to user permissions.  Please see this post and compare to what you are seeing, and a possible work-around:
