How to grant access to external partners to create tickets in JIRA

The company I work for uses an external partner for QA. I would like to share a board w/the external partner for them to create/add tickets to the board, that we would then assign to an internal dev. I need help understanding how I can give access to one board in JIRA without an additional license. External share does not seem to solve for this issue as the main goal will be to have the external partner create tickets in JIRA and from what I have read, external share provides minimal access to the board to view, add comments and attachments to tickets that have already been created.
