How to allow a Jira cloud user to add swimlanes

A Jira administrator needs to allow one of the team members to have the ability to add new swimlanes. The team member doesn't currently see that option (is it unavailable due to low privileges?)

How would the team member get that ability? What does the admin need to update to make it happen?

Classic Project(Company-managed) or Next-gen Project(Team-managed)?

Classic Project need board admin role.

Next-gen Project need project Administrator role.
