How do you create a "public" suggestion board like Atlassian's?

I'd like to create a public filter for letting our employees suggestion software enhancements. I like the format of Atlassian's, but I can't figure out the best way to replicate it. Here's what I'm trying to do:

  1. Anyone can see the list and search for issues
  2. User tries to create an issue, but must log in with our company email
  3. User tries to comment, watch, or vote on an issue and must log in

There are not Jira Software users, but general staff.

I already created a public filter. I also create a Permission Scheme and made Browse Project available to anonymous users. Does anyone know the best way to approach this?

Hi Patrick,

This seems to be a pretty straightforward use of a Jira Service Management project but uses either on prem Server version or Data Center version.
