How do you assign permission schemes to a next gen project?

Hi - I can't find out how to add a permission scheme to a next gen project. This help article doesn't apply to me: https://confluence.atlassian.com/adminjiracloud/managing-project-permissions-776636362.html

With NG projects there are no permissions to configure. You simply add people to the project and the permissions are all defaulted.

Is there a way to fine-tune individual permissions? For example, I need a reporter of an issue to be able to delete their own issues in next-gen projects, but that doesn't seem to be the case - on the project administrator can do that but we don't want to escalate the permission for a user to administrator just because of one feature. In classic projects, it could all be nicely configured per user group, etc..
