How do I grant access to manage sprints to particular individuals?

I've followed the instructions in the following two documents:

https://confluence.atlassian.com/adminjiracloud/using-manage-sprints-permission-for-advanced-cases-800708249.html

i.e. I've created a Project Role called Sprint Manager and then assigned people to that role in the project.

However, they're still unable to create and edit sprints. I'm at wits end. Help?
