How do I archive releases in a next-gen project?

I've been excitedly getting folks to use Jira Next Gen projects and yet, I continue to run into road blocks.  I need to archive releases (fixVersions).  Some releases are already in 'archive' but I am unable to archive new releases. How can this be.  What am I missing?
