We have had requests from clients to allow them to tag users in the Jira Customer Service desk.
Does anyone know if this is possible? They want to be able to tag members of their own team and ours.

Users of JIRA service desk have the ability to add request participants. Basically they can share the ticket with team members and allow the team member to view the ticket and get notified on ticket updated. There are a few different permission options for how request participants work, so I'll leave some documentation for you.
