How can i start a kanban board with a default set of issues?

We use a Kanban project board for each set of site builds, and each site builds has the same set of sub tasks (eg Training, Import Content, etc).  I'd like to quickly spin up/clone a project board that has 10-12 "default" issues already in place, ready to assign to a builder.

Boards don't contain issues, they select them from projects.

So, your question is more "how do I create a batch of issues for my board when I first need one".  The answer is a bit of scripting or code - you want to create a standard set of issues (that will be selected by your board) when you get to a specific point in your process.

There's a lot of add-ons out there that will help you with "automatic creation of issue", but you'll need to work out how they fit into your "new board" process.
