How can I control who can start Sprints?

We have JIRA on demand.

we would like to limit ability of Starting/Closing Sprint to Scrum masters only.

How can I control this so that only Scrum Masters have this ability?

Currently, i had to give them Admin rights but I really prefer to avoid having too many admins.  Is there specific Role that i can create and assign?  Or maybe a group with certain permissions that i can create and then assign to scrum masters.

Ability to start/stop sprints is controlled by the project administration permission on the projects included in the agile board. So, in your case give your scrummasters the project admin permissions for your JIRA projects.
