I would like to be able to hide the Create Project option for users in a specific role. I can't see anything related to that in the Permissions Scheme.
I have read some instructions that point me towards the Global Permissions to change Administer Jira. I can see that permission has a number of groups assigned to it. But when I look at those groups, the user I'm trying restrict isn't in any of the admin groups.
Any help would be much appreciated.

By default, anyone can create team-managed projects. Out of the box, Jira Software gives end users the Create team-managed projects global permission. Jira admins can prevent users from creating team-managed projects by managing which groups are granted this permission.

Do you also allow users to create team-managed projects? Look for that permission in your list to see if it is allowed or not, and if it is allowed, check if the user belongs to one of those groups.
