We're getting a spam storm of Jira Service Desk tickets.
How do I solve this? Can I blacklist email domains?
How do I prevent it from happening again? Is there a Spam filter in settings somewhere?

It looks like there is no feature for this currently, but based on the status of the following issue it would seem that a blocklist for email addresses will be coming soon.
