Is there a way to filter the Priority list by project? This endpoint returns all priority that is available to user. /rest/api/2/priority

Per your description, I understand you would like to return the set of priorities ordered by the project through REST API call. Is that correct?
Actually, priority options (Low, Medium, High, etc) are not restricted per project.
In other words, the same priority field is shared between projects and displays the exact same options, so there is no way to configure which options are displayed per project and, for that reason, there is no point in having a REST API to return the priorities ordered by project.
