Flexibility in setting value for "Priority Order" number

In a Jira project, Priority Order is used for setting priority of items in backlog instead of Ranks.

Currently, Jira shows only 15 values in dropdown to set value for Priority Order.

Is there a way to enter any free flow number instead of choosing a value from "Priority Order" dropdown?

If drop down is the only option, is there configuration to increase the maximum allowed number from 15 to a higher number?

No, there's no way to do that.  Priority is a fixed list.

What you're trying to do with this is actually "ranking", where you need a unique id that can be identified compared with any other unique id on other issues to establish which one is higher or lower.

Humans don't work too well with those sort of ids, so Jira hides the complexity from them in the ranking system.  (Do you really want to have to explain to your humans that they need to understand to rank an issue in between two others, you need to read both id's and work out a third id that is roughly half-way between them?  And the id's are formatted with digits and alphas?)
