Export adds quotes around the Summary text for some issues

In th export i see the text surrounded by "" while in JIRA they are not. The problem is i reimported the issues and Summary was updated, so now all my issues really have the quoutes :)

Why?! How can i avoid this?

This will happen if the summary contains any text that needs to be escaped in CSV - punctuation for example.
