Basically users have an issue closed, but when they receive an email (comment added to issue from 'User X') they dont know its come in because they dont manage closed issues.
FYI - They dont want standard 'Issue Commented' notification because they want it specific for emails from customers, which are all added under a single user.

We support filtering for this type of event using JQL, as well as customizing the notification email body to make it clear what is happening in Notification Assistant for Jira
I think you can do this with an addon like automation for jira
create a rule thats sends a mail to the assignee when an issue with status closed with the trigger issue commented.
