We use JIRA Server 7.5.x and we have a Production instance and a Sandbox instance to vet add-ons, workflows, schemas, etc...
If we go to JIRA Cloud what is the accepted practice for POC work?
Do any JIRA Cloud users have a sandbox in the Cloud too or just vet stuff on their one and only cloud instance?

While it isn't free you can certainly sign up for a 10 user instance ($10/mo). Sure they should offer free if you are using for sandbox. However, my experience is that the things you can admin are pretty limited compared to server and changes can be pretty forgiving w/ basic care practiced.
I have yet to break anything horribly...oh god why did I just say that. <banging head on wooden desk now>. :-)
There is no sandbox instance provided in Jira Cloud. You can either vet locally or do it in the Cloud instance itself.
