Development field "does not exist or you do not have permission"

I need to filter out issues that are in Code Review status, and contain no PRs in Development field

"development[pullrequests]" is Empty give this error:

Field 'development[pullrequests]' does not exist or you do not have permission to view it.

Could you please help figure out the problem?

Are the issues in Project populated with pull requests?
