Is it possible to create a new google drive folder with the ticket/ issue number once that is created in Jira?

What problem are you trying to solve by doing that? Knowing that may help the community to offer you suggestions.
Without knowing that...I suspect there is a REST API to create such folders, and that could be called from an Automation for Jira rule using a web request. There may also be marketplace addons specifically for such connections to Google Drive.
