Could you please let me know which Test Management tool can be integrated with JIRA and Cucumber BDD and which is best among Zephyr and Xray, along with the license feature and cost.

For me, I think AgileTest stands out tho. It's free to use all features for now, but their future planned price range is much more affordable than Zephyr and Xray. And for the integration with Cucumber BDD, their test automation feature is in process but soon enough, it will be ready to use.

Alternatively please take a look at AssertThat BDD, Cucumber & Test Management for Jira.  Unlike the other tools, BDD scenarios are available natively on Jira User Story (or any Jira issue type) making it ideal for Agile teams. The plugin is custom built for teams who use BDD as opposed to more traditional test step, test execution, test plan setups.

Try out AIO Tests' Cucumber Integration. You can write cases in Gherkin and add your examples. You can import your existing feature files to create new cases or update existing cases and even export existing Gherkin cases to Feature files.

You can also bring in your Cucumber automation results in and generate Automation reports like coverage and burndown.
