Cannot create issue as anonymous (Error 401)

I'm trying to create a issue as anonymous user and getting the follow error at google chrome console:

Failed to load resource: the server responded with a status of 401 ()

Missing XSRF security token
This action could not be completed due to a missing token on the form.

You can clear your browser's cookies, or make the form's token expire. A new form token has been issued.

Create issue permissions was set to anyone group on schema.

I solved,

the error was triggered by one field with incorrect type (URL) but field validation error don't appears as anonymous
