Can you roll a story directly up to an initiative?

In Plans (Advanced Roadmaps) is it possible to roll a story directly up to an initiative or does it first need to be a part of an epic?

Advanced roadmaps enforce the hierarchy defined in the hierarchy levels.  This means that stories have to be part of an epic and that epics can be included in initiatives.  You will not be able to have stories directly in initiatives.
