We have 1 project and 2 customers and we do not want to open access to both customers for everything. Only defects. Is this possible and how can we do it?

You can use issue security level.

In your case i will create 2 level, the first one will be applied by default on all issue (only your team can see those issue) and the second one will be applied on defects issue (you will need to select manually this level on defects)
