I wanted to create a custom field in JIRA similar to JIRA built in fields (Original estimate , Time spent ,Remaining estimate) to track user wise planned vs actual for each ticket in JIRA.
Please let me know if this can be created.
It is not possible to create a custom field similar to the time tracking/estimates fields that are built in JIRA.
I have also not seen any plugin vendor who has given this feature.

You may use Jira Automation with 'Work Log' trigger to update your custom fields using WorkLog smart values:

that contains Planned vs Actual Reports.
