Some of our users can't seem to drag & drop emails directly from their Outlook client to JIRA issues.
1. Most users can drag & drop, only some can't,
2. If they save the message as .msg file, they can drag & drop it from windows explorer.
Couldn't find any other cases about this newer than 2014.
I can’t imagine this might work at all. To upload you need a file on the hard disk that is accessible by the browser. An “Outlook Mail Object” (or whatever the drag and drop announces) is not a file. Possibly it works with a Microsoft browser as there might be deeper Office integration.

It is certainly possible to drag and drop emails with the native functionality from outlook to JIRA . (Only in upload zones)
But there is a better solution that give more flexibility and control of what and how you're drag and dropping. The solution is called DragDrop.
DragDrop is a tool that allows you to drag and drop an e-mail or attachment from Outlook to Atlassian in one single move. The tool has a couple settings that allow you to manage the export type (Such as .eml, .pdf, .zip) extract attachments or generate a .zip file.
DragDrop has two versions of their product: 'DragDrop for Outlook' (Dragging from the desktop application) and 'DragDrop Online' (Dragging from outlook.office.com and outlook.live.com). It is good to know that the tool is not only usable with Trello but any other application that allows dragged file uploads.
