Can free account users join the Admin's project on a paid account?

Our team is quickly growing and have hit the 10 user limit with the free plan. Would 2 spots on the free plan open up if the Project Manager and Training Manager got a paid plan? Since the site was create by the Project Manager, would free account users be able to use and interact with the project the way they did when everyone was on the free plan?

You can't mix and match type of users (paid and free) under the same Jira instance if that is what you are asking. The entire instance will all users is either paid or free. So always think of it in teams of the instance or site, and not by individuals.
