When I create a custom Filter, how do I permanently save the fields from the "+More" section to stay at the top of my section, as shown below?

The fields you have indicated are not reducing the number of issues that will be returned in the search results, and so will not be saved for redisplay on the screen. Only the +More fields that impact the search results will redisplay when you use the filter.
