Can I modify the Jira landing page to provide users with instructions to register for access?

We leverage ACL for access to our Jira instance would like to know if I can modify the Jira landing page so that users can see the instructions to request for access. As the process is new, we're getting a lot of confusion and questions coming our way and the landing page will help resolve that. Thanks

Yes, in system setting you can configure your system dashboard and there is an introduction widget that allows for customization.
