Bulk move question

Is the bulk move jar file found at the link below for a browser or some JIRA app?

Hello Drew,

It's a JIRA plugin used to move issues from one instance to another, apparently. You can install it through JIRA's interface or downloading the .jar file and pasting it into the directory: JIRA_Home/plugins/installed-plugins/
