Best way to archive a project but still have select access?

Hi all,

I think I already know the answer but would like confirmation.

A user requested two projects be archived but still allow access to it by a few people.

I think the only 2 options that would work would be:

1) Archive the projects and grant the select users Jira-Admin level access.

OR

2) Edit the browse permission in the project's permission scheme to remove all groups except for Admins, Jira-Admins, Site-Admins and keep project roles (admin, proj manager, etc...) and then add the select users to the roles.

3) Better option?

Those are the only options I know of.
