Would like to listen the best practices/ideas to user JIRA Software (Server 7.7) effectively to improve the software requirement goals.
I would recommend going through the best practices of Agile and fine tuning the configuration to suite for your team.
Yes! Ofcourse, Agile methodology is good for small timescale projects.
But, what if there are few projects who follow the traditional Water fall model for large timescale projects.

I think its up to you to decide the tools which you need to use for the legacy traditional Water fall projects. In case you plan to use Jira for Project planning for such projects you could use the Kanban Board available in Jira Software.

In case its a complex program you could use Portfolio for Jira.
For small projects Effort Estimation can be performed at User Story level and Epics for tracking progress.
