He logged in several times and sent his mailbox an authentication email, but there is no mail.

Please check if SMTP settings are configured correctly in your JIRA system.
Make sure your JIRA server is allowed to send emails as per your Infrastructure policies (if needed check with your infra admins).
Check if Mail Queue has any issues in Jira under Administration -> System - Mail Queue
